“县管校聘”改革下舞钢市义务教育均衡发展现状及改革路径研究

【摘要】 2020年12月,经国家教育督导检查组实地督导,舞钢市义务教育阶段学校全部达到了国家义务教育基本均衡发展的规定标准。但是,所谓的数字达标并不是实际意义上的达标,城乡之间、学校之间义务教育不均衡发展问题依然突出,在学校办学条件、教育经费投入和师资力量配备等方面还存在明显差距,严重阻碍了教育质量的提高和人口素质的提升,不利于促进社会公平正义,不利于服务全省教育发展大局。本文将从“县管校聘”改革背景下舞钢市义务教育均衡发展的现状出发,分析实施“县管校聘”改革让舞钢市义务教育均衡发展面临的困难,运用政策变迁理论等,通过文献分析法、案例分析法、统计分析法等公共管理研究方法对问题进行分析,解决政府管理缺位、部分学校发展能力不足、教师队伍建设薄弱等问题。通过数据分析、重点人物访谈、调查问卷、国内外相关领域研究对比等措施,提出“县管校聘”改革下舞钢市义务教育均衡发展的改革路径。相信在“县管校聘”的大背景下,舞钢市不仅能解决义务教育阶段教师结构性缺编问题,还能从根本上解决教育资源分配不均等问题,促进义务教育优质均衡发展。本文主要分为六个部分。第一部分主要介绍了在促进义务教育均衡发展的过程中实施“县管校聘”改革的重要性、意义及国内外专家在“县管校聘”、义务教育均衡发展方面的研究。第二部分主要梳理了“县管校聘”、义务教育均衡发展的核心概念、理论依据。第三部分主要介绍了“县管校聘”改革下舞钢市义务教育均衡发展的政策依据、主体、工作机制。第四部分通过大量的官方数据和调查问卷数据分析了“县管校聘”改革下舞钢市义务教育均衡发展的工作现状,梳理了“县管校聘”改革下舞钢市义务教育均衡发展工作面临的问题,并分析产生的原因。第五部分通过研究分析肇庆市、丹阳市及晋中市等国内先进地区义务教育均衡发展工作的优秀管理模式,并参考新加坡、日本法国等国家关于促进教育均衡发展的先进经验,为“县管校聘”改革背景下舞钢市推进义务教育均衡发展提供了经验遵循。第六部分针对“县管校聘”改革下舞钢市义务教育均衡发展存在的问题,分别从深化“县管校聘”改革、合理划分学区、建设标准化学校、拓宽资金来源渠道、建立教育资源共享平台等方面提出针对性的对策,为下一步改革方向指明了道路。
【Abstract】 In December 2020,under the on-site supervision of the National Education Supervision and Inspection Team,all compulsory education schools in Wugang City have reached the standards stipulated by the state for the basic and balanced development of compulsory education.However,the problem of unbalanced development of compulsory education between urban and rural areas and between schools is still prominent.There are still obvious gaps in school conditions,funding and teaching resources,which seriously hinder the improvement of education quality and the improvement of population quality,which is not conducive to the development of society.Fairness and justice and the overall situation of the province's education development.This thesis will start from the current situation of the balanced development of compulsory education in Wugang City under the background of the reform of "county management of school employment",analyze the difficulties faced by the implementation of the reform of "county management of school employment" to make the balanced development of compulsory education in Wugang City,and use the theory of policy change,etc.Through literature analysis,case analysis,statistical analysis and other public management research methods,the problems are analyzed to solve the problems of lack of government management,insufficient development ability of some schools,and weak teaching team construction.Through data analysis,interviews with key figures,questionnaires,and research and comparison in related fields at home and abroad,this thesis proposes a reform path for the balanced development of compulsory education in Wugang City under the reform of "county management and school employment".It is believed that under the background of "county management of school employment",Wugang City can not only solve the structural shortage of teachers in the compulsory education stage,but also fundamentally solve the problem of unequal distribution of educational resources and promote the high-quality and balanced development of compulsory education.This thesis mainly includes seven chapters.The first part mainly introduces the importance and significance of implementing the reform of "county-managed school employment" in the process of promoting the balanced development of compulsory education,and the research of domestic and foreign experts on "county-managed school employment" and the balanced development of compulsory education.The second part mainly sorts out the core concepts and theoretical basis of "county management school employment" and the balanced development of compulsory education.The third part mainly introduces the policy basis,main body and working mechanism of the balanced development of compulsory education in Wugang City under the reform of "County Management School Employment".The fourth part analyzes the current situation of the balanced development of compulsory education in Wugang City under the reform of "county management and school employment" through a large number of official data and questionnaire data,and sorts out the balanced development of compulsory education in Wugang City under the reform of "county management and school employment".Problems faced by the work and analyze the causes.The fifth part analyzes the excellent management mode of the balanced development of compulsory education in advanced domestic regions such as Shoaling,Danyang and Jinzhong,and refers to the advanced experience of promoting the balanced development of education in Singapore,Japan,France and other countries.Under the background of "School Employment" reform,Wugang City has provided experience to follow in promoting the balanced development of compulsory education.The sixth part aims at the problems existing in the balanced development of compulsory education in Wugang City under the reform of "county-managed school employment".Targeted countermeasures are put forward in terms of sharing platforms and other aspects,which point out the way for the next reform direction.
