The Macro Policy Linkage Approach for Building a Leading Country in Education

Since the new era, the construction of a leading country in education has undergone three developmental stages within macro education policies: initial establishment, systematic planning, and deepened implementation. The 20th National Congress of the Communist Party of China, starting from the primary task of high-quality development, proposed accelerating the construction of a leading country in education, linking it with strategies such as invigorating the country through science and education, providing education that satisfies the people, achieving educational modernization, and building a high-quality education system. Each of them has its own background, connotation, orientation and discourse system for its introduction,while they also have a logical correlation that supports each other. Therefore, the construction of a leading country in education should start from the logical correlation of the macro education policies in the new era., utilizing science and education revitalization as the strategic approach, providing people-satisfactory education as the value approach, achieving educational modernization as the formal approach, and building a high-quality education system as the intrinsic approach.This will generate a policy linkage effect in constructing a leading country in education, aggregating the comprehensive synergy of high-quality development.
