Pairs with a PR to the tutorial microsoft/vscode-docs#4285

  • Update to newer Docker image
  • Update to newer Django (3.1+)
  • Use Django timezone date time module, instead of builtin because it better supports USE_TZ and timezone configuration
  • Update settings to use path lib just like the Django 3 start project template
