PostgreSQL 19: Utilise systemd-sysusers feature that comes with systemd 215. We need this for at least Fedora 43 so that our packages won't depend on them

pgdg-libpq5: Update to 18.0 . While passing also provide libpq.so.5(RHPG_18)(64bit) (and _17 and _16) to satisfy at least perl-DBD-Pg dependency on Fedora 43.

PostgreSQL 17, 16, 15, 14, 13: Add a temp patch from upstream to fix builds on Fedora 43 (LLVM 21).  Will be removed in next minor release set.
