This adds clarifications for how to donate to PGCAC, how to contact
the PGCAC board, and fixes various typos and HTML errors.

Update README instructions and add .gitignore

The README instructions are simplified slightly for setting up
the virtual environment.

A .gitignore entry is also added to coincide with one of the
README instructions, i.e. creating the virtual environment
directory within the repository.

Update board positions

Add a README describing how to build and test the site.

No need to run a full django just to render three static pages, and
doing it this way makes it easy because we can use the same deployment
system as other sites that are already running on pginfra.
