Rename libpcp to libpgpoolpcp to avoid conflict with RHEL PCP library.

The libpcp.so library provided by Pgpool-II conflicts with
libpcp.so shipped by RHEL.

To avoid this conflict, the Pgpool-II libpcp library has been renamed
to libpgpoolpcp.
